   Iran and Iraq continued to have poor relations well into the 1990s, and Saddam only agreed to a status quo ante bellum settlement for the Iran-Iraq War to free up forces for operations in the Persian Gulf region. What if Iran had decided to launch offensive operations against Iraq during or after Operation Desert Storm?
